The Vietnam Chess Federation, on behalf of the Asian Chess Federation and FIDE, invites your Federation to participate in the 11th Asian Continental/Individual Open and Women’s Chess Championships scheduled 4th to 14th May 2012 in Ho Chi Minh city, Vietnam.
The Championships will be played in accordance with the following rules and regulations:
1. ELIGIBILITY & PARTICIPATION
1.1 Each Federation from FIDE Zones 3.1, 3.2, 3.3, 3.4, 3.5 and 3.6 can enter one official player in the Open and one official player in the Women’s Division.
1.2 In addition, each Federation may send extra players rated 2300 and above for the Open, and 2000 and above for Women based on the March 2012 FIDE Rating List. Extra players will be responsible for the payment of their board and lodging at the official hotel. Exceptions for the rating floor may be made by the Continental President on request of national federations.
2. PLAYING CONDITIONS
The tournament shall be conducted as a Swiss System competition of 9 or 11 rounds depending on the number of players. If the players are 64 or less it will be organized in 9 rounds and if more than 64 players it will be in 11 Rounds.
Draw offer is not allowed before 30th move.
The Blitz competition will organize in 11 round Swiss System and only Players should have same conditions of Main Tournament; Time Control will be 3 Minutes and 2 Seconds Increment for each move.

4. REGISTRATION
Entry shall be submitted by the National federation in the attached registration form on or before April 10th, 2012 together with payment of the entry fees. Late entries will be accepted till April 20th, 2012 with a late fee of US $50.
A digital ID photo of each player should be sent by email to the Organizing Committee.
5. REGISTRATION FEE
Each participant must pay US$100 to the organizers for accreditation, internal transportation and other local organizational expenses.
6. ENTRY FEE
Upon registration, each player shall pay to the Asian Chess Federation through the Vietnam Chess Federation the entry fee of $150 on account of the participants as outlined in the Asian Chess Federation Financial Regulations, i.e. extra players pay double, $300 entry fee.
Entries are not confirmed unless Registration and Entry fees are received by the Vietnam Chess Federation before the deadline.
7. TRAVELING EXPENSES
In accordance with FIDE Regulations, air travel expenses shall be borne by the participating Federations.
8. ACCOMMODATION
The official Hotel is The First Hotel, 18 Hoang Viet street, Tan Binh District, Ho Chi Minh city.
The official players from each National Federation will be provided with board & lodging from afternoon of May 4th till morning of May 14th. Participants will be accommodated in twin-shared bedrooms (two persons per room).
Each extra player/accompanying person should pay for their accommodation, $65 per person per day for double or $80 per day for single, both with full board. All players and accompanying persons should stay at the official hotel. Players not residing in the official hotel will not be allowed to participate.
Hotel payments for all extra players and accompanying persons should be made in advance to the Organizing Committee upon arrival in Ho Chi Minh City.

The Total prize fund is US$ 65000.

10. CHIEF ARBITER AND HIS ASSISTANTS
The Chief Arbiter, his Deputy and Assistants will be appointed by the Asian Chess Federation President, Sheikh Sultan bin Khalifah Al Nahyan.
Any matter not mentioned in these Regulations shall be decided upon, if necessary, after consultation with the Asian Chess Federation
11. APPEALS COMMITTEE
An Appeals Committee shall be constituted before the beginning of the tournament as stipulated in the FIDE regulations. The deposit fee will be US$100 for each protest refundable if the protest is upheld.
12. TIE BREAK
In the Asian Individual Chess Championship tie-breaks are organized in the following cases:
a) to establish the Champion;
b) to establish qualifiers, for the World Chess Championship.
Tie break system to make ranking will calculate with the following system:
– Direct Encounter if tied players have all played each other.
– The average rating of opponents except 2 lowest Opponent.
– The Buchholz Cut1, Cut2, Median
13. VISAS
Entry visa will be issued by the Vietnam consulates in the respective countries. Participants from countries which do not have Vietnam consulates may contact the Vietnam Chess Federation for assistance at least 45 days in advance
14. PAYMENTS
All payments due to the Organizers on account of registration fee and hotel accommodation expenses must be paid in advance to the credit of Vietnam Chess Federation with proof thereof (bank transfer certificate) must be sent along with the registration forms.

15. WEATHER
It is rain season in the Ho Chi Minh in May and it’s between 28- 35 Centigrade.
16. UNIFORMS
To Change the Face of Chess Competition more as an Official Sport Event, all Players should use the official Uniform or Shirts with Logo of their Federation, National Olympic Committee or at least their National Flag.
