ECU General Assembly in Batumi

European Chess UnionOn behalf of President Zurab Azmaiparashvili I herewith invite all ECU member federations to attend the Extraordinary General Assembly to be held in Batumi/Georgia on 25 October 2014.

The assembly will start at 10.30 AM in the Congress Centre of Radisson Blu hotel.

According to Art. 24 of the ECU Statutes, the minutes of the General Assembly in Tromso/Norway held on 10 & 11 August 2014 have to be approved annex 1

President Zurab Azmaiparashvili and Secretary General Theodoros Tsorbatzoglou to report.

4. Finance

4.1 Financial Report
Treasurer Martin Huba and Accountant Kurt Gretener to report.

4.2 Budget 2015
The budget for 2015 has to be reviewed. The proposed budget is in annex 2
According to Art. 41 of the ECU Statutes, an annual ” stipend of efficiency” is proposed for the President in connection with the additional funding (sponsoring) in the ECU budget in replacement of the fixed monthly stipend.
ECU Board will confirm the proposed budget on 24th October, 2014.

4.3 Payments to ECU
For better financial management, transparency, booking & auditing, the new Administration proposes to set all payments to ECU through ECU bank account.

5. Legal issues – Contracts

5.1 Claims by the Montenegro Chess Federation for the European Youth Championship 2013

By a letter (last demand), Montenegro Chess Federation sent through its legal representative a claim for the amount of 30, 270 euro to be paid by ECU by October 2, 2014. The amount relates to the ECU fees from the European Youth Chess Championship 2013 in Budva.
Former ECU President Silvio Danailov and former ECU General Secretary Sava Stoisavljevic were officially called to submit a written report to ECU Board and General Assembly regarding the case in question.
ECU Board to report to the GA about the existing situation and actions taken.

5.2 ECU & IDEARTE co-operation

According to the article 48 (d) of the ECU Statutes, the Board has to approve of the contract and subsequently present it to the ECU General Assembly.

Idearte representatives have been invited to Batumi to present their opinions and plans, as well as to confirm their statements made at the ECU GA in Tromso, Norway.

B. The final contract that was signed between Former ECU President Mr. Silvio Danailov and Idearte does not contain any clause for guaranteed sponsorship/revenue in disagreement with the ECU Board’s respective decision.
C. The final wording of the contract signed never came to ECU Board for approval.
D. Annex 1 containing the minutes from GA in Tromso and presentation made by Idearte.
E. Former ECU President Silvio Danailov was officially called to submit his comments in writing to the ECU Board and General Assembly.

5.3 Information about the existing situation and actions taken ECU Board to inform about other agreements and/or claims, and actions taken respectively.

6. Bidding procedure

6.1. European Youth Championship 2016

During the first bidding procedure 2016 which ended on 1 July 2014 at 4 PM CET, two valid bids were received for the European Youth Championship 2016:
– Kusadasi, Turkey
– Prague, Czech Republic
ECU Deputy President Ion Dobronauteanu made the official inspections of the two venues.

The bidders are invited for their presentations in the General Assembly.

6.2. Reopened bidding procedure 2016

On September 22, 2014 at 4 PM CET, the deadline for the reception of bids for the organization of the European Championships 2016 which were not awarded in the first bidding procedure elapsed. The following bids were received:

European Rapid and Blitz Championships
– Parnu (or Tallinn), Estonia
European Youth Team Championship
– Celje, Slovenia
European Youth Rapid and Blitz Championships
– Novi Sad, Serbia

ECU Board will decide on these sole bids at its meeting on 24th October, 2014.
All the bids are attached in a special folder annex 7

No bids were received for the following Championships:
– European Individual Championship
– European Individual Women’s Championship
– European Senior Championship
– European Women’s Rapid Championship
– European Women’s Blitz Championship
– European Amateur Championship

7. ECU Tournaments

8. Committee for the changes of the ECU Statutes

Proposal by ECU Board to create an ad hoc committee to work on the changes and improvements of ECU Statutes.

9. Amendments of the ECU Tournament Rules and Regulations

9.1 In the meeting between ECU and FIDE WCO Commission in Lausanne on 26th January 2014, it was discussed to remove no draw offer rule from Swiss events from 2015 or at least not to have it in the last two rounds. GA to decide.

9.2 Proposal by the Austrian Chess Federation for the European Senior Team Championship 2015 to be organized by the previous format (Open teams over 60 and women teams over 50).

9.3 ECU Events Commission to bring proposal for the improvement of ECU competitions, including European Club Cup, in the next annual General Assembly in Reykjavik, Iceland.

10. Establishment of Educational NGO registered in the European Union

In order to be eligible to send proposals for educational and sports programs and receive funding through the European Union, ECU should establish a NGO or delegate the rights to an NGO registered in the European Union. Treasurer Martin Huba and Deputy President Ion Dobronauteanu to report.

The next General Assembly will take place in Reykjavik, Iceland in November, 2015.
